You would think that votes would come in and then be counted, and the eventual winner would be the candidate with the most votes. I have finally figured it out...
When there are too many votes for the "wrong" guy, erase his votes, add bogus mail-in votes to balance out the total, wait for the "right" votes to show up and then, finally, delete the un-needed mail-in bogus votes.... The guy who thought this up is pretty smart...only works if there are mail-in votes from dead people or unverifiable photocopies of completely fraudulent ballots!
